The Last Information Monopoly

How AI Is Redistributing Power in American Government

When
Tue Jul 28
2:15 – 2:45 PM

Learning Hub 2
Booth #5236

What can AI-equipped lobbyists and agencies see that you cannot? Laura Davis, USLege co-founder and a former staffer and lobbyist, covers AI legislative monitoring and the wave of AI-drafted bills with three concrete next steps and an AI governance framework you leave with.

Full session description + learning objectives

The entire policy process has run on information asymmetry for decades. The lobbyist who knew what was said in a committee hearing before the opposition did had the advantage. The agency that caught a substitute amendment before it reached the floor had time to respond. The advocacy organization that saw a policy pattern building across 15 states before it became a national story got to shape the narrative instead of reacting to it.

That asymmetry is collapsing. And the consequences will reshape lobbying, legislation, agency operations, and democratic participation itself.

In this session, Laura walks legislators and legislative staff through exactly what AI now makes possible on all sides of the table — what the best-resourced lobbying firms already see, what a 12-person state agency can now access for the same cost, what the coming wave of AI-drafted legislation means for chambers struggling to keep pace, and what legislators can do right now, before next session, to close the gap.

You'll leave with:

  • A clear picture of how AI is changing the information balance between legislators, lobbyists, and advocacy orgs
  • The three most urgent actions to take before the 2027 session cycle
  • A practical AI governance framework you can apply in your own chamber
